 - Application Server Domains Hang or Fail on Bootup Running on Windows

** Note this can also happen to the Process Scheduler **

After several domains have been booted on a  Windows box you may experience a hanging problem or receive errors trying to boot up additional domains. In most cases customers could get 4 domains booted and the 5th would hang or fail with errors..
