E-AS: Application Server Domains Hang or Fail on Boot up Running on Windows (Doc ID 609852.1)

Symptoms

 - Application Server Domains Hang or Fail on Bootup Running on Windows

** Note this can also happen to the Process Scheduler **


After several domains have been booted on a  Windows box you may experience a hanging problem or receive errors trying to boot up additional domains. In most cases customers could get 4 domains booted and the 5th would hang or fail with errors..

You may see errors similar to these after starting several domains:

122142.PEOPLESOFT!tmboot.1596: tmboot: CMDTUX_CAT:827: ERROR: Fatal error encountered; initiating user error handler.

JRESVR.EXE  -- Application Error: The application failed to initiated properly(0x0000142). Click on OK to terminate the application

Another issue Application Server still boots but sees performance PROBLEM:
