Goal

 We have set up our Tuition Calculation Controls with a Term Wash Period and a Trans Wash Period of one day.  It was our understanding that if a student drops and adds within the same day, the tuition charges would "Wash".  We are seeing this happen correctly if a student drops a 3 credit hour class and adds a 3 credit hour class.  We are having a problem when a student drops a 4 credit hour class and adds a 3 credit hour class.  The computer is calculating a refund for the 4 credits and charging for the 3 credits instead of washing 3 credits and refunding 1 credit.  Is our setup wrong, or is this the way PeopleSoft intended for it to work?
