Symptoms
Open enrollment definition included 20 out of 50 Benefit Programs, those for active employees.
After the first run of Benadmin, a large group went to "Prog None" - as expected, many of these were the ones in the other 30 programs not included in the definition. The rest went to "Prepared" as expected. Only problem - many of the ones (but not all) in Program None" status , were sitting at Open/Normal instead of Closed/Normal.
