FA: EDI Export fails with "Could NOT Convert External ID at the EC Queue Level (Doc ID 610906.1)

When running Outbound EC Agent (Financial Aid > File Management > Commonline Loans)  the process fails and the SQR.Log that is generated includes the following message:

Could NOT Convert External ID at the EC Queue Level.
EC Queue Instance = 488.000000
EC Transaction ID =
EC Queue Business Unit =
EC Queue Customer or Vendor Value/TPID = 1
EC Queue Entity Code =

Error on line 1603:
   (SQR 3301) Program stopped by user request.
