FA: EDI Export fails with "Could NOT Convert External ID at the EC Queue Level

When running EDI Export (or EC Outbound Agent) the process fails and the SQR.Log that is generated includes the following message:
Could NOT Convert External ID at the EC Queue Level.
EC Queue Instance = 488.000000
EC Transaction ID =
EC Queue Business Unit =
EC Queue Customer or Vendor Value/TPID = 1
EC Queue Entity Code =
Error on line 1603:
(SQR 3301) Program stopped by user request.
DIAGNOSIS: Query the PS_ECQUEUE table for the ECQUEUINSTANCE and ECTRANSID that is failing. Note the values that are in the fields:
These values are inserted into PS_ECQUEUE by the COBOL process that populates the EC tables..
Also a SQR.LOG was collected with the -debughv SQR flag set on the Process Scheduler tab in configuration manager.
