E-SEC: Can The "Invalid ID or Password" Signon Error Message Be Modified?

Goal
Customers would like the ability to redesign the current error messages user get when they logon incorrectly.
Examples:
Incorrect error message when user's account is locked out.
When the Password Controls are enabled and the user fails to logon successfully after "x" number of times their account is locked out and the flag in PSOPRDEFN table is set from 0 to 1. Or if the company wants to Lock the account they can through the User Profile.
The user doesn't know that they are locked out because they get the same generic error message as if they mistyped their password. "Invalid User ID, or you typed the wrong password".
Customers would like clearer signon error messages and to be able to modify those message as they see fit like they can with the message catalog.
Another is just the standard error "Invalid User ID or Password" This could be from a number of things but it is not very user friendly. The customer might want to add something like "Your logon id is your network ID or your email address etc."
