E-UPG: Cannot run Application Engine jobs from the client in UA or CA (Doc ID 612411.1)

Symptoms


Cannot run Application Engine programs from the client in Upgrade Assistant on PeopleTools 8.15 and higher

Trying to do an Application Upgrade from 7.6 - 8 with PeopleTools 8.15 - Running the Application Engine programs: Step 4-15  when he tries to run Application Engine program from the Upgrade Assistant it hangs. But, when he does it manually from Application Designer it runs fine. Tried running a process and left it overnight, and it still did not complete. No error log is generated and the AE TRACE doesn't seem to work in Configuration Manager when tracing AE programs running on the Upgrade Assistant.
