PeopleTools 8.16 and Higher.  Base Time Zone set correctly, but users see different time zone when launching processes and in Process Monitor  [ BSE_TIMEZONE ]

Customers just upgraded to PeopleTools 8.16 or higher and the Users see Process scheduled, and viewed have a different Time Zone.  Why is this?
