E-PORTAL: 8.4x After Signon Receive Error Message Saying 'Error Has Occured' (Doc ID 614934.1)

Symptoms

After signon get a error message saying ' Error has occurred' Error in Service Homepage

following are the error entries in there application server log:
HomepageTemplate](1) Error in service HomepageT, CREF with URL can not be found:
HomepageTemplate](1) (NET.346): Failed to execute HomepageTemplate request  

or the following is seen by the user:
Servlet failed with Exception> bea.jolt.ApplicationException: TPESVCFAIL - application level service
