E-IB: Messages are 'stuck' and holding up the rest of the messages in the queue

Integration Broker/Application Messaging. When messages are being sent, if one gets stuck, it holds up all the messages that are supposed to sent after it.
Is there a disaster recovery procedure to flush/resend messages that get stuck in the message queue?
Can we have a disaster recovery procedure that does not involve bouncing the Application Server?
