Symptoms


When users try to logon to PIA they occasionally receive this error message:  

-bea.jolt.ApplicationException:TPESVCFAIL -application level service failure
-Java exception thrown: org.w3c.www.protocol.http.HtppException: java.net.NoRouteToHostException: Operation timed out: connect
-SQL error. Stmt #:610 Error Position: 0 Return: 12571-ORA-12571:TNS:packet writer failure
