System occasionally changes BILL_ADDRESS SOURCE flag from PERSON to MAILING PREMISE ON ACCOUNT and fills in the service address for the MAILING PREMISE ID.

The following account (see below) was originally set up to mail to PERSON address but mailed to service address instead. When we checked the BILL_ADDRESS SOURCE, it had been changed to MAILING PREMISE ON ACCOUNT and the MAILING PREMISE ID had been filled in.

The help system says:
"Mailing Premise defines the address on bills for persons who have their bill sent to the account's mailing premise.  This field may be updated behind the scene when a service agreement is activated.  The word "may" is used because the system will only update an account's mailing premise if there are no active service agreements currently linked to the account.  Refer to Account - Person Information for more information about how to define where a person has their correspondence and bills sent.
If you do not want the mailing premise to change when a service agreement is activated, turn on Protect Mailing Premise.

So it appears the system changed this field BUT we don't want it to change. We have many landlords that occasionally have all properties rented and so have no active Service Agreements. Then the landlord adds a new property/SA and the system will change the mailing address from the person (where we want it to be) to the new premise.

The help says you can protect a mailing premise but you can't do that if you don't use a mailing premise.
