The "Portal Administrator" role has only one Permission List attached. It is the PTPT1300. This Permission List has access to only two Menus, UTILITIES and PORTAL_ADMIN. However, when this role is given to a user, the user is able to see all the portal folders. Why is this?

One twist is that when the user then is clicking on the CREF for any particular Menu and Component that is not either UTILITIES or PORTAL_ADMIN, they will get a "You are not Authorized..." error. When opening the folder or CREF under the PeopleTools > Portal > Structure and Content the PTPT1300 Permission List is not there, so this User should not be able to see these Folders and CREFs. Is this Role a "special" role that is somehow hard coded to give this access? What is the purpose of this role?
