Goal
When Combo Edits are turned on and a journal line is marked in error for combo edits where the monetary and statistical amounts are both zero, the system allowed for the journal entry to be posted. This results in inconsistent line data where some lines are valid and others are in error. The system should not allow journals with Combo Edit errors to be posted even if amounts are ZERO.
