Running Benefits Administration COBOL While Employees Enter Elections in eBenefits Causes Events With Status Of Closed/Entered

Symptoms
A problem is encountered if employees are entering elections in eBenefits while the Batch Benefits Administration process is executing. Find that either
1) the PSPBARUN process would fail, or
2) the employee's elections would not process (and the employee would be locked out of the OE process).
In the first case, it was found that the employee's enrollment record had a process status of "ENTERED " but an event status of "CLOSED ". When the event status was reset to "OPEN" and rerun the PSPBARUN process and everything seems to work as expected.
If the PSPBARUN process fails, an error message of " PS_BAS_PARTIC_OPTN out of synch " or " PS_BAS_PARTIC_DPND out of synch" was generated.
