Symptoms

Customer stops service and SA's close for a premise.  Mailing source was changed to Person for the stop.  Customer starts at a different premise.  We are billing the customer for a deposit also.  When the customer starts, the mailing source is changed from person to premise.  The FA's for the start for the metered
services are not completed in CIS the same day as the start.  The night of the start, the system starts the Deposit SA and if the bill cycle for the previous stop is open, the system will bill the deposit that night.  When
it changes the mailing source to premise, it uses the premise from the closed SA.  Premises from closed SA's should not be an option to be chosen for the mailing premise.

Steps to replicate
==============

Create an account
Start a premise on 1/1/01 with a SP
Activate it
Stop the SA
Change the mailing account to person
Bill and make the payment and distribute it
Notice the SA gets closed
For the same day start the account with another premise
Goto account and click on the new premise to switch the premise of the account
Create an SA e-res and deposit sa
Activate the deposit SA and bill it
Keep the E-res sa in pending start
Check the account and see the address
It should show the premise of the active SA and not the closed SA
