Payroll Calculation Error: 000010 - Invalid One-Time Deduction, Due to Retro Benefits Deductions (Doc ID 622189.1)

Symptoms

Retro benefits deduction calculates the deduction correctly, but when loading the deduction to paysheets, the deduction is being split into 3 paylines. This is causing a duplicate entry error during paycalc - error 000010.  This appears to be related to the tax data being split in the Employee Tax Distribution page.

Error Message 000010 - Invalid One-Time Deduction : The one-time deduction (displayed below) was not found to be valid for the employee. This can result from it being a duplicate of another entry and also an override to a general deduction marked for garnishment processing.
