Symptoms
---------
w/o for the Billable charges of the SA type is never final billed and goes into the writeoff process.
This happens even if the bill is not past due date.
Cause:
---------
The Billabe charges if not billed then does not go in the w/o process.
If the accounts are still billed, then it goes into the write off process
Create a Bill on 5/13/03 which is due on 6/5/03, it goes into w/o on 5/13/03 or after the bill is created.
