Unable to See Employee's Prepared Open Enrollment (OE) Event in Self Service (Doc ID 624030.1)

Symptoms

Employees Open Enrollment event is not displaying on eBenefits even though the event is Prepared and the Available through Self Service check box is checked on the Event Summary Detail for all the employees.
