457 Limit Reason Code "F" when Max Deduction Limit is not Reached

Symptoms
457 plan Deductions were limited on the paycheck with the reason code "F" when the Special Accumulator was larger than the Deduction Amount. The 457 Limit Table is stopping deductions when the deduction balance is under the 457 Limit Maximum Yearly deduction amount. There are numerous deductions on the limit table and frequently the limit table will stop those deductions short of the overall limit, they are not close to the 402g limit (13,000 for 2004) Maximum Yearly deduction limit.
