E-WF: Role Query Emails Notify Workflow Administrator when Email User is not Checked (Doc ID 625152.1)

Symptoms

When testing e-mail notification of users that items have been placed in their worklist,  able to get everything to work properly, but would like the functionality of enabling some workflow users to receive e-mails, but not others.
Tried to flip the checkbox in user setup that qualified them as a e-mail user, but when did so still got generated the worklist notification e-mail.  The worklist notification e-mail went to the workflow administrators e-mail account.  Do not want to fill the e-mail inbox with clutter.
