Request to Force Finalize Hires/Terms in Prepared Status

Symptoms
When a default benefit program with no options available other than 00 or 01 is entered at hire on the Benefit Program Participation panel and the employee is eligible for another benefit program where they are not eligible for any options the system will only force finalize one employee at a time.
For example, all employees are defaulted into a Benefit Program at hire that no one is eligible for. When BenAdmin runs for employees the first time they are assigned to the benefit program they are eligible for. If there are no options in that program that an employee is eligible for the customer wants to force finalize these employees. Customer uses the Processing Controls Update panel to force finalize all of these employees but BenAdmin will finalize only one employee at a time. It begins with the highest employee number.
