E-LDAP: Cannot run client tools when SignonUserId id different from OPRID on PSOPRDEFN (Doc ID 636712.1)

Symptoms


Customer has users who have to run Query and queries to Excel on the 3-tier client.  They are using LDAP authentication and the users get an error ' Invalid ID & password' when trying to do this. They can run the query to excel just fine from the web. The user can log into PeopleTools fine both on the web and the client, They can create the query without any problems also, when logging directly into the query tool, but when the user clicks on the Excel button they get the error. They also get the error if they logon to app designer first, then try to go to query.
