E-PRCS: Processes Throw Error: "Process Initiated or Processing But No Longer Running" And "PS_StartProc: CreateProcess failed"

Symptoms
Several scheduled overnight batch processes in Production, (SQRs, App Engine & Database Agent), do not run to Success. Jobs error with the "Process marked 'Initiated' or 'Processing' but no longer running" error message.
The same PSJobs are restarted by the support team the next morning and all processes run to success. This happens daily.
In the SQR log file, it displayed error:
"Error! SQR Failed To Process
***
*** System Error Code 1816
****** PS_StartProc: CreateProcess failed:
cmd = D:\PSFT\DOMAIN\BIN\SQRPS\SQR\ORA\BINW\sqrw
cwd = F:\ORACLE\ORA81\BIN"
