E-PORTAL/SEC: Portal Folders Appear on Home Pages When Pages are not Authorized

Symptoms
Customer has read all the recommended solutions related to portal and security. But still they have Portal folders remaining after removing all web library access to specific components, and have also removed the component/page access in the permission lists assigned to our user profiles, and run PORTAL_CSS after clearing all cache. The folders remain, even though Structure and Content does not show any permission list assigned for our user profiles. An example of this would be in Financials navigate to Travel and Expenses > Travel and Expenses Center and you will see a number of folders. If the user only has access to pages under one or 2 folders they still see all the folders, they just have no links to pages under them.
