When the clock is moved back from 2 am to 1 am when day light ends, the 1 hour duration is in a limbo state of it being a Standard time or Daylight time. If time is clocked or time is reported between 1 am to 2 am , we don't know it is actually 1 hour between start and end or more than 1 hour. Example if 1 :30 am is reported on transition day and then 1:45 am is reported we don't know if the duration between those two is 15 minutes or 75 minutes
Because of Daylight savings time, people in Calif that work during the cross over cannot be paid properly.

Anybody in PST timezone or EST etc during the cross over. The Base TimeZone is EST employees are PST.

Problem saving a time that occurs at the same time a daylight savings change occurs in the base time zone.
We have noticed that there are problems with the daylight saving in this version when we were testing template 100.
