COBRA Non-Employee (Dependent) Creation Process (Doc ID 641516.1)

Symptoms

When a dependent chooses to enroll in COBRA benefits on their own, the COBRA COBOL process or the online non-employee creation process creates a POI (person of interest).   Why does this happen?

EXPLANATION:
This process was always in place.  In releases prior to 8.9, the dependent who enrolled in Cobra coverage individually had a non-employee id created for him or her that started with a "C".  This is also true in release 8.9.  The only difference is that in 8.9, the dependent now becomes a "Person of interest".  Two rows in Job are created for this POI (person of interest).  One is the active row that has an effective date equal to the Cobra event date with an effective sequence of '0'.  The other is an inactive row that has the same effective date with an effective sequence of '1'.  Most of the employee's data in Job is copied into the newly created POI record.

For the active row with effective sequence of "0", the following information appears:
HR Status = Active
Job Status = Active
Action/Reason = Add Person of Interest / COBRA Participant
Payroll System = Other
Compensation  = 0
Benefits System = Not Managed in Peoplesoft

For the inactive row with effective sequence of "1", the following information appears:
HR Status = Inactive
Job Status = Terminated
Action/Reason = Termination
Payroll System = Other
Compensation  = 0
Benefits System = Base Benefits

A row is also inserted into the Person table with the dependent's information.  Birthdate and other information is copied from the dependent / beneficiary table.  A row will get inserted into Primary Jobs with the effective date equal to the COBRA event date.
