Symptoms

  We are trying to use a batch process to populate all of my Learner Groups, and even though I check on the "Run Scheduled Learner Groups" checkbox, the process does not appear to touch all of our Learner Groups.  In fact, it will only touch those Learner Groups in which there is an entry in the LM_REBUILD_LG table.  Yet, we can't figure out how to populate that table with the Learner Groups we wish to populate.
