Bdgt Asgn/Assign Budget process fails with ERROR IN SECTION NO-STU-AWP(FETCH) (Doc ID 642113.1)

Symptoms

  Bdgt Asgn/Assign Budget (Financial Aid > Budgets > Assign Budgets > Move Budget to Students > 4: Bdgt Asgn/Assign Budget) errors several times during the process with the following error in the .log file:

ERROR IN SECTION NO-STU-AWP(FETCH)                                    
FAPBUDMV - PERFORMING DATABASE ROLLBACK AT 16:29:20.39
FAPBUDMV did not finish at 16:29:20.41 !!!!!

Then the process abends and rolls back with the following error:
ERROR IN SECTION NO-STU-AWP(FETCH)                                    
 
FAPBUDMV - PERFORMING DATABASE ROLLBACK AT 16:29:48.78
 
FAPBUDMV did not finish at 16:29:48.80 !!!!!

action: SQL SELECT. Bypassing current action: ROLLBACK  .
Terminating Program.
