E-ORA 'ORA-12537: TNS:connection closed' when trying to boot domain (Doc ID 647368.1)

Symptoms

'ORA-12537: TNS:connection closed' when trying to boot domain

There are two scenarios on different platforms where this error can occur.

Scenario 1:

Unable to boot the Application Server and/or Process Scheduler on AIX platform. It gives the following error in the listener.log residing on the database server :

TNS-12518: TNS:listener could not hand off client connection
TNS-12549: TNS:operating system resource quota exceeded
TNS-12560: TNS:protocol adapter error
TNS-00519: Operating system resource quota exceeded
IBM/AIX RISC System/6000 Error: 11: Resource temporarily unavailable

Enabling a TraceSQL=31 in the psappsrv.cfg file will reveal the error : "ORA-12537: TNS:connection closed" in the tracesql file. The error can occur at different server processes and may not necessarily fail at same server process.


Scenario 2 :

Our database server version is Oracle 10.2.0.1.0 - 64bit running on Solaris.

Not able to start either the second Application Server or second Process Scheduler on the Windows server. It gives the following error message in the sqlnet.log and aborts :
