EPY Deductions Not Taken when Low Net Under Certain Circumstances

Symptoms
An Employee has low gross but enough net pay to take some, but not all, deductions. An after-tax deduction has the highest priority setup as "no partial allowed", but there is insufficient net pay to take the deduction. It is expected that it should not be taken, however, the calculation should go to the next highest priority deduction(s) and take all that is available. The deduction calculation is not always working as expected under certain low net conditions.
Under this condition, the next highest priority deduction is calculated for a very minimal amount and the balance of it and subsequent priority deductions are not taken even though the employee has enough net pay.
In my case, if only benefits deductions are involved and they have all partial deduction allowed, it takes just full amount when possible and ignores the partial deduction all the time!
