E-PORTAL: PORTAL_CSS Does not Populate Folders With CREFS Hidden from Portal Navigation (Doc ID 648051.1)

When a cref is selected as hide from navigation, and then security is added through a Permission List, the Portal Structure and Content is updated to add the Permission List all the way up the tree. Running the PORTAL_CSS does not populate the Structure and Content with Permission Lists.  Since PORTAL_CSS does not perform any deletes in the Structure and Content, the Permission Lists will not be removed from there if Security access is taken away from the subpages.  If you run portal security synch it does not remove the access so the customer has to manually go in and remove the access from the folders. Every time the Portal Security Synch is run they have to do this, why?
