E-AS: Could not connect to application server <DOMAIN> (//SERVERADDRESS:WSLPORT) when Logging into Application Designer in 3-tier after New Install (Doc ID 650438.1)

Symptoms

After installing PeopleTools 8.48 or higher, we are getting the following error after trying to log into Application Designer in 3-tier mode :

Could not connect to application server <DOMAIN> (//SERVERADDRESS:WSLPORT). Possible causes are: the server name/IP address and port for the application server alias are incorrect, the application server is not booted, or the network is unreachable.
Contact your system administrator or check the Tuxedo log for more information.

The Application Server domain was successfully started via psadmin.
