Eligibility Configuration for New Savings Plan

When implementing a new savings plan which requires the employees to work 1000 hours prior to being eligible, how can this be done using eligibility rules? Also, only new employees will be eligible - those hired after a certain date. How do I add this plan to the existing program and exclude current employees. Employees are required to opt out otherwise they are defaulted into the savings plan. In PeopleBooks it says that only the waive option type is allowed as a default for plan type 4x. How do I set up something else as the default?
