E-CI: EXCELTOCI fails on large data load (Doc ID 651045.1)

Symptoms


EXCELTOCI Errors on large data loads.

While loading large amount of data (for example Job History data, approximately 3000 rows), EXCELTOCI will error out about half way through the process with errors like the following:

- In old ExcelToCI ultility releases:

   1. SEND SOAP REQUEST_SUBMIT_TO_DB
       XML String Contains Invalid Character
   2. No Response From Server.  Login Info Cleared.

- In newer ExcelToCI ultility releases:

    Error occurred in routing sendSOAPRequest_SubmitToDB:
    Error:
    Number: -2147012894
    Description: The operation timed out

It may happen that the error is triggered on every unprocessed line - you have to kill Excel to get back.  
All servers (Web & App) are up and running with less than a 40% load on the server box.
When these spreadsheets are restarted, sometimes they work and sometime they do not but, if you keep rerunning it may finally complete
