Symptoms

Using Node Manager to start managed servers fails with PSCacheHashTableLoaderImp SEVERE error. This does not happen when the managed server (for example: PIA1) is started via the startManagedWeblogic script, as opposed to through the Node Manager (using the startManagedNode script).  

The signon screen shows the message "CHECK APPSERVER LOGS.  THE SITE BOOTED WITH INTERNAL.DEFAULT SETTINGS, BECAUSE OF:  bea.joltApplicationException:  TPESVCFAIL - application level service failure.

An sql trace on the application server shows that the WebUserID is encrypted, so the Webserver was not able to decrypt the string.

Notice that the userid is encrypted and it is the same string that was specified in the configuration.properties for the WebUserID PTWEBSERVER.
