ISSUE 1: What is ROE Web functionality?

SOLUTION 1  
It is an application that allows employers to create and print Record of Employments using Internet technology and to submit ROEs electronically to HRSD (Human Resources & Social Development - part of Service Canada).

For a PeopleBooks description of this functionality, from Tax Update 07A documentation, download a file named ROE-WEB.doc. This document is entitled New Canadian Functionality: ROE Web Processing. It describes the system enhancements for this functionality.

This functionality was delivered under <<<>>>  In addition to changes to online pages, it delivered 3 new sqrs:
-PAY105CN.SQR (Create ROE Export File) is a new program that creates the ROE Web bulk transfer export file from data stored in the PeopleSoft application for submission to HRSD.  It also generates the file of corrected entries for Failed and Rejected records identified by HRSD.
-PAY106CN.SQR (ROE Web Export File Audit Rpt) is a new program that reflects the data reported in the ROE Web export file for audit purposes.
-PAY107CN.SQR (Import ROE Web Bulk File) is a new program that imports the Serial Numbers from the HRSD ROE Web bulk transfer file into the PeopleSoft application and sets the corresponding ROE Data records to Completed.

All system requirements are the responsibility of the customer.

Government requirements such as:
ROE Web program enrollment.
Obtaining an ePass from the Government of Canada.
Identifying individuals that will represent the company as its designated officers.

XML schema for ROE Web bulk transfers: BulkRoeHeader.xsd and BulkRoe.xsd.

Obtaining a validating parser to validate the XML and bulk file structure before uploading the ROE file to HRSD.
(YOU MUST VALIDATE each file before uploading to the HRSD website.)

ISSUE 2: When trying to validate the export file from PAY105CN, the following error was received:
Validation error:
Reason: Element content is incomplete according to the DTD/Schema.
Expecting: FN.
Error code: -1072898030

SOLUTION 2   The XML parser is showing 'FN' , which is the issue.  If you browse through the Appendix B - Bulk Transfer for 53 Weeks (XML File Layout and Edit Rules),  'FN' is a XML tag for B9 ( Employee first name) and B16 (First Name for the contact person). The contact person is missing in the XML file, which must not be left blank. There are 4 fields for contact person and are mandatory.


ISSUE 3: When trying to validate the export file, the following error was received:
Validation error:
Reason: the element 'ROEHEADER' is used but not declared in the DTD/Schema.
Error code: -1072898035

SOLUTION 3    You will need to assign the schema (location where the schema is. In this case "C:\BulkRoeHeader_Basic.xsd") when you open the XML bulk file with your editor/validator .  By doing this, the XML validator will automatically add xmlns:xsi:noNamespaceSchemaLocation="C:\BulkRoeHeader_Basic.xsd" to the first line of the XML bulk file so it can be validated.

If the XML editor/validator doesn't have the assign schema option you should add to the first line the following:

<ROEHEADER Application="RoeWeb" FileVersion="1.00" xmlns:xsi:noNamespaceSchemaLocation="C:\BulkRoeHeader_Basic.xsd">

NB: Please remember to remove it before transferring the XML bulk file.
