E-SEC: USER_PROFILE Message is not Published when OPRID Account is Locked

With password controls turned on in the enterprise portal, if  a user has three unsuccessful logins (Max logon attempts is set to 3), it locks their account in Portal, but it does not publish a message to the content provider databases to lock the account there like HR or FSCM.  Why is that?
