SJT_OPR_CLS Not Updated Automatically by Application Messages (Doc ID 653890.1)

Symptoms

Problem when new users and/or changes to existing users are not automatically updated. Customer added a new user and expected row level security to be granted immediately when it was saved.  The USER_PROFILE message looks like it fired, but ROLE_MAINT did not and SJT_OPR_CLS did not get any rows inserted. 

From 8.9 Security Red Paper: This assumes that you have not enabled the USER_PROFILE message and the local subscription HCM_Refresh_SJT_OPR_CLS and the ROLE_MAINT message and the local subscription HCM_Role_Refresh_SJT_OPR_CLS to automatically update SJT_OPR_CLS. PeopleSoft does not deliver the system with these messages enabled.  If these messages are enabled, the system updates SJT_OPR_CLS and you do not need to run the refresh process.  Security Red paper says that customers can enable the messages, however with the changes in PeopleTools 8.48.x for Integration Broker, the PeopleCode previously associated to the messages is missing.
