Symptoms

An Application Engine program that create files is not writing them to the 'files' directory when the GetFile() function is used with %FilePath_Relative when program is run on Windows (PSNT)

When testing with a simple test AE program, which used %FilePath_Relative to save a file from an AppEngine.  This was successful in test environment, but when moved it to production, instead of writing to %PS_SERVDIR\files, it wrote to the temp directory.  The configuration appears to be the same on both systems and neither have an environment variable called PS_SERVDIR.
