As it stands now, you can either set up the state to follow Federal rules, or have it tax as W-2 wages.  Client believes they should be able to set up the state tax so it is separate from federal (meaning, not following their rules), but still be able to have the taxes be 1042 taxable.  

EX.   Indiana state with an NRA set up for Mexico under Scholarship / Fellowship Grants.   The federal taxation of this is 14%.   Indiana state tax is 3.4%,  so they want the state to be set up to take the normal 3.4%, but be 1042 wages, and not W-2 wages.  Ohio and Missouri are other examples of the same.
