E-SEC: Row missing in PSCLOCK table cannot logon 2 tier or boot app server

Customer's app servers stopped responding, when trying to reboot they would not start up and had an error "Database Signon: Could not sign on to database CRMPROD with user PSAPPS"
When trying to logon 2-tier the logon failed also with an error "Invalid User ID and password for signon"
