E-WAS: Problem Connecting to PIA after New WebSphere Install, "ERROR: session cookie name (null) is either empty, or using a numeric first character" (Doc ID 656473.1)

Symptoms

Cannot connect through the PIA.

The WebSphere log file contained the error:

The following points were checked but did not help customer solve the problem.

- <Document:645382.1>: ERROR: session cookie name (null) is either empty, or using a numeric

- ICE 1440842000 - Enabling Security in WAS 5.1.1 get 500 errors :
Customer checked Global Security: it was not enabled.

Requested customer to run the Installation Verification Test (IVT) to check the integrity of WebSphere install.
IVT log turned up clean, all checkpoints passed and IVT Verification Succeeded.
