E-PIA: Cannot Add or Delete "My Favorites" Link After Upgrade (Doc ID 656518.1)

Symptoms

# Issue 1: After applying Portal and HR bundles for PeopleSoft Application, users are having problems updating "My Favorites". When they try to add or delete a favorite link, they get the following error, for instance:

"Error getting cref HC_JOB_DATA_CONCUR from portal EMPLOYEE> (96,23). The PeopleCode program executed an Error statement, which has produced the message."

# Issue 2: Customer had already verified that the rows on the PSPRUFDEL had been deleted successfully earlier but there is another factor that could affect the Peoplesoft "My favorites" after upgrading to Internet Explorer 8.0
PeopleSoft admin has deleted all of the My favorites for a user, but they were not going away when user went back into Peoplesoft even after re-boot and deleting browser history.
