The need is to have a requested quantity (Requisition) source to Inventory for the entire requested quantity.  If the entire quantity is not available, an Material Stock Request(MSR) Back-order should be created.

Example:  A requisition is created for an Inventory Item, quantity 100.  The Inventory BU only has 25 available.  When the requisition is sourced through the Purchasing system, the goal is to have the entire requested quantity go to an MSR, Reserving the 25 available and creating the Back-order for the remaining 75.
