ETL8.x/9.x: When We Compile One Rule It Deletes The SQL for AE Section For Another One (Doc ID 657264.1)

Symptoms

We have two rules, ZG_MISS_MEAL, with application engine section name ZG_MISSM, and ZG_MISS_OUT, with application engine section name ZG_MISS_. When we compile ZG_MISS_OUT it deletes the SQL for application engine section for rule ZG_MISS_MEAL, which then causes the time administration process to abort. Compiling one rule should not cause another to break in this manner.
