E-AS: Signon error TPESVCFAIL, TPEV_SVCFAIL, ORA-03135: connection lost

This is a timeout connection issue which can be identified in different forms:
1. User connecting to PIA, at first signon gets the following messages:
Subsequent signon attempt(s) may be successful.
2. User connecting to Application Designer in 3-tier (Application Server) gets error:
Subsequent signon attempt(s) may be successful
3. In the APPSRV.LOG the error is present as:
This is found as a connection timeout issue.
