E-AS: Intermittent TPESVCFAIL Errors during Login

Users have intermittent problems logging in to PIA.
When you check the WebLogic log, you see the following error:
And you see the following errors in the APPSRV_MMDD.LOG:
PSAPPSRV.15038 (6645) [12/12/07 07:22:47 <USERNAME>@machine-name PortalRegistry](1) Failed to establish PortalRegistry service context for user <USERNAME>
If you set logfence=4 in psappsrv.cfg, you see the following error in APPSRV_MMDD.LOG::
And you see the following error in the TUXLOG.MMDDYY if Logfence=4
085820.machine-name!PSAPPSRV.6043.1.0: LIBTUX_CAT:477: WARN: SERVICE=ICPanel MSG_ID=0 REASON=server died
