E-IB: Unable to Ping External Node via Proxy Server

Symptoms
Customer's Gateway application is trying to exchange information with non-peoplesoft external application using Integration Broker, but they are encountering ExternalSystemContactException when they try to Ping the External node.
The Local Gateway is working as expected and they are able to successfully ping local nodes as well as remote nodes belonging to a different peoplesoft HRMS application. They are encountering issues only when they setup a non-peoplesoft external nodes which are sitting outside of a Proxy Server.
The received error is:
"HttpTargetConnector:ExternalSystemContactException Unable to tunnel through xx.xx.xx.xx:443. Proxy returns "HTTP/1.0 407 Proxy Authentication Required"
"Gateway Manager: ExternalSystemContactException"
"IOException: The host couldn't be resolved."
java.io.IOException: Unable to tunnel through xx.xxx.xx.xx:443. Proxy returns "HTTP/1.0 407 Proxy Authentication Required"
Peoplebooks (8.4 - 8.48) states:
"Set the node-level property.
You set the user ID and password required by the proxy server in the HEADER, Proxy-Authenticate connector property. The integration gateway encodes the values that you provide, adds the required formatting, and sends it. The format is:
userid:password"
However, applying this setting failed to resolve the issue.
