E-AE/PRCS: Hung PSAESRV Process May Lockup Or Slowdown the Process Scheduler in Processing AE Request

Symptoms
UNIX Process Scheduler appears to get hung momentarily.
The Process Scheduler was observed to be hung for a while (about 10 minutes), and there was no process that could be run by the Process Scheduler. After 10 minutes, processing went back to normal. From the Process Scheduler log, they saw "ChkAeStatus1 is busy" messages, also they found the PSAESRV got restarted
The AESRV.log and TUXLOG files were checked and found the PSAESRV process crashed and restarted during that time frame.
