E-AS: Error "Cannot find or open field table. Maybe FIELDTBLS32 is not set properly"

Symptoms

SPECIFIC TO: Tuxedo 9.1 and 8.1, PeopleTools 8.22 - 8.49

ISSUE:
Web server is unable to communicate with the Application server. When you go to signon page, you receive error message:

CHECK APPSERVER LOGS. THE SITE BOOTED WITH INTERNAL DEFAULT SETTINGS, BECAUSE OF: bea.jolt.ServiceException: Data conversion failed; check log file


The following message is in the Tuxedo log file (TUXLOG.MMDDYY):

151159.myserver.mydomain.com!JSH.26811.3086502112.-2: Fldid32(PATTERN) failed for .GETALL: LIBFML_CAT:11: ERROR: Cannot find or open field table. Maybe FIELDTBLS32 is not set properly.



You may also get an error like the one below when pinging a node.

Pinging Integration Broker nodes fail with the the following error in the errorLog.html file:

ERROR:
IntegrationServiceClient: sendRequestToServer().Appserver is down (or not responding). Check AppServer URL.
PeoplesoftListeningConnector: GeneralFrameworkException
STACK TRACE:
bea.jolt.ServiceException: Data conversion failed; check log file
at bea.jolt.JoltRemoteService.decodeCALL(JoltRemoteService.java:460)
